You can change the cost of terrain changes by opening PlaceAnywhere.lua in the mode zip file and changing the value
PlacementScreenController.DISPLACEMENT_COST_PER_M3 = 1; – Modify this to change the cost of changing the terrain per cubic meter (default game: 50)

Change the zip file name to – FS19PlaceAnywhere
